Belongs here: any company whose primary revenue is delivering a metered utility service to households and businesses under regulatory oversight. Does not belong here: companies that extract or produce the underlying fuel before it reaches a distribution utility, grouped under Energy. No company entity in this atlas is yet classified here; the sector is laid out ahead of width so a future mint of a regulated power or water utility has a place to land rather than defaulting to Energy.
