The National Rural Utilities Cooperative Finance Corporation, known as CFC, is a member-owned nonprofit cooperative established in 1969 to raise capital-market funds supplementing federal loan programs for America's rural electric cooperatives. Together with its affiliates, the National Cooperative Services Corporation and the Rural Telephone Finance Cooperative, it provides financing to about 1,460 member organizations across 49 states, the District of Columbia and two territories; at the end of its 2015 fiscal year its total loans outstanding were 21.5 billion dollars.
