Covington & Burling LLP is an American law firm headquartered in Washington, D.C., founded on January 1, 1919 by Judge J. Harry Covington and Edward B. Burling. Known as a white shoe law firm, it advises on transactional matters, litigation, regulatory issues and public policy, and it has grown through expansions including a London office opened in 1988 and a 1999 merger with Howard, Smith & Levin. As of 2024 the firm had about 1,210 attorneys across ten offices in the United States, Belgium, China, England, Germany, South Africa, South Korea and the United Arab Emirates, and it ranked fifteenth on the 2025 Vault Law 100.
